Craig Oliphant is Senior Advisor, Peaceful Change Initiative (PCI), based in London, and also Senior Advisor at the Foreign Policy Centre. Until the end of 2010, he worked in the diplomatic service and was Head of the Eastern Research Group in the Foreign Office, dealing with Russia and Eastern Europe. From 2014-2018 he was a member of the Council of Europe’s Advisory Committee on the FCNM (Framework Committee on National Minorities), including two years as Vice-President of the Committee.
In the first half of the 1990s, Craig held posts in Brussels at NATO as an advisor on Russia/Eastern Europe and was then at the OSCE in The Hague, as a regional advisor to the OSCE High Commissioner on National Minorities. Before that he was at the UK Ministry of Defence (MOD), as a senior lecturer at the Conflict Studies Research Centre at RMA Sandhurst; he also worked for several years in the 1980s at Radio Free Europe/Radio Liberty in Munich, Germany. Craig has published widely on Russia/FSU affairs. He is a member of IISS; RUSI; a Fellow of Royal Society of Arts. He was awarded the OBE in the Queen’s Birthday Honours in June 2011.
